Today’s European Parliament report on development cooperation and migration sends a strong message in light of the negotiations on the next EU budget: development aid should not be conditional on migration control measures.

Research has consistently shown that the relationship between development and migration is complex and non-linear. Making support conditional on migration control oversimplifies this relationship and diverts scarce development resources away from their intended purposes.

The last-minute withdrawal of conditionality amendments will spare local communities, especially civil society and women’s rights organizations, from harm. The EU’s upcoming long-term budget should continue to choose evidence over ideology and solidarity over self-interest.

The Council’s Conclusions on Global Gateway include welcome language on human rights, gender equality, local ownership, civil society participation, transparency and accountability. The real test is whether these principles shape project selection, financing and governance.

Partner ownership must move from language to governance. If Global Gateway is to be relevant, partner priorities must shape decision-making. The voices of communities directly affected by projects must be systematically heard and meaningfully integrated.

The EU should not blur the line between commercial partnerships and development cooperation, which carries specific historical and political weight. And builds trust when done properly. Global Gateway should remain distinct and complementary to EU development cooperation.

At the EU Food Justice Forum, one message was clear: food justice cannot be financed through models that see food systems as business opportunities. The EU’s next budget and Global Gateway investments must treat food not as another commodity, but as what it is: a human right.
