Those external block rewards go to the Quai protocol as revenue. 3. These funds are used to market-buy QUAI. 4. 100% of that QUAI is burned. Miners participate because the incentives remain aligned. While the protocol takes the external rewards, miners receive $QUAI block rewards for securing the network.
