I do wish we had better tools for writing performance-critical JS code that didn't force us to optimize against the engine's quirks.

And, mostly this works quite well and saves us time. But sometimes it doesn't, and then we end up spending a bunch of time debugging.

Bottom line, instead of writing hand-optimized code we're handing off to a declarative rendering layer, relying on it to make good decisions

Why this is happening I'm not entirely clear, but I'd guess Chrome's rendering algorithm is simply behaving suboptimally for this animation.

This cursor should update twice a second. And in fact, there's exactly 2 frames per second coming out of the rendering pipeline (500ms).

The reason appears to not be the JavaScript itself. Rather, VS Code hands off the blinking to Chrome's rendering layer via CSS animations.
