Great discussion with @MarkJCarney in Evian. Canada is truly the most European of the non-European countries. We are working together on digital trade, critical raw materials, and defence. We are also stepping up our cooperation on energy. Our next Summit, on 29–30 October in Canada, will be a major milestone in a partnership that continues to grow deeper and broader.

EU countries have agreed to open the first accession negotiations cluster with Ukraine and Moldova. Today we launch talks on the backbone of the process: including justice and fundamental rights. Enlargement is our best investment in a future of peace, security and prosperity.

Global imbalances are a key focus of this Summit. We all face overcapacity and export controls of minerals. Together, we have the scale and partnerships to respond. Through critical raw materials agreements with partners around the world ↓ x.com/i/broadcasts/1vKpPPdeb…

Today, the G7 Summit opens in Évian. The world has changed profoundly since leaders last met here. More fragmented. More competitive. More uncertain. But last night's breakthrough in the Middle East shows that diplomacy can deliver. It gives us renewed hope and determination. This week, we will work for greater stability and security in the world.

Heavy attacks on Ukraine last night, with more civilians killed and the Kyiv Pechersk Lavra, a UNESCO site, seriously damaged. Today, G7 leaders meet in Evian. We will discuss the next steps to increase pressure on Russia, bring Putin to the negotiating table, and end this senseless killing. Europe wants peace. Nobody more than the Ukrainian people. Russia, on the other hand, showed again its sole interest in violence and destruction.
Efforts to deal with the aftermath of the Russian strikes are ongoing in Kyiv, as well as in Kharkiv. Last night, the Russians launched more than 60 missiles at the capital alone. In total, 70 missiles and 611 drones were used against Ukraine. As of now, 28 people have been reported injured and four killed in the capital. My condolences to all their families and loved ones. A Russian strike on the Kyiv-Pechersk Lavra set the Dormition Cathedral on fire – a church whose history dates back to the 11th century. And this is one of Russia’s most serious crimes against Christian culture to date. The State Emergency Service has already extinguished the fire on the cathedral’s roof. In Kharkiv, the Russians carried out a repeat strike against our rescuers as they were putting out a fire at the site of an earlier strike on an industrial facility. So far, tragically, five people have been confirmed killed. My condolences to all their families and loved ones. Nine people have been injured. In Dnipro, Russia struck the grounds of a railway station, a college, and several enterprises. Other cities and communities were targeted as well. The Kyiv, Dnipro, Donetsk, Zaporizhzhia, Sumy, and Mykolaiv regions were also under attack. This is how Russia shows the world its intention to continue the war. It is very important that there be a response from the G7 countries, which are now gathering for their summit – and that this response be decisive and substantive: more pressure on the aggressor and more support for Ukraine’s air defense, especially anti-ballistic capabilities. I thank everyone who is helping us protect lives.

I welcome the agreement reached between the US and Iran, following sustained diplomatic efforts by several partners. The priority now is its swift and full implementation by all parties. This agreement should allow for the immediate reopening of the Strait of Hormuz. Freedom of navigation must be restored toll-free. This is essential for regional stability and the global economy. It opens the door to broader negotiations on peace and security in the Middle East. And should end Iran’s nuclear and ballistic programmes and its destabilising activities in the region. And of course there can be no peace in the Middle East while Lebanon is in flames. Once again Europe calls on all parties to respect Lebanon's sovereignty and territorial integrity and implement a genuine ceasefire. In Evian, G7 leaders will meet partners from the Gulf and the wider Middle East. Europe is ready to play its part. This crisis also carries a clear lesson. Once again, energy dependencies have been weaponised. We must diversify our supply routes and develop alternative export corridors to diversify away from the bottleneck of Hormuz. We will discuss this, and more, in Evian.

Excellent news from the Council on the next MFF. A provisional agreement has been found for the Council position on key building blocks for the EU budget. I just congratulated President @Christodulides for his leadership and the hard work of @CY2026EU There is still work to do but the direction is clear. Member States support the Commission’s ambition for a simpler and modern EU budget. One that invests in Europe’s priorities such as competitiveness, security, agriculture, cohesion and its global role.

Today, the European Union took a major step forward. All Member States agreed to open the first accession negotiations cluster with Ukraine and Moldova. At the first Intergovernmental Conference on Monday, we will open the cluster on fundamentals; the backbone of the accession process. It covers the core values and principles on which the EU is built, from the rule of law to strong democratic institutions. This is a recognition of the determination, courage and hard work shown by both countries in advancing reforms, even in the face of immense challenges. And a signal that the EU’s offer of peace, stability and opportunity is unmatchable. Enlargement is a strategic choice. By bringing our nations closer together, we strengthen peace, security and prosperity across our continent. In a world marked by growing uncertainty, a larger European Union is in our common interest. Enlargement remains one of the EU’s greatest success stories and our best investment in our shared future.

Europe had to adapt after some of the hardest years in our recent memory, including a global pandemic, an energy crisis and rising inflation, and the return of war on the European continent. This budget reflects that. A budget to make Europe work better for its people. 🇪🇺 link.europa.eu/3Gh4qH

Our sanctions keep biting hard and cutting deep. 🔸Sanctions have cut Russia off from global capital markets. 🔸Russia’s economy is slowing sharply. 🔸Its budget is under growing pressure. Our consistency is paying off.
