Today’s story behind the numbers: An investigation conducted by @FBIPhiladelphia with assistance from @FBIWFO led to a guilty plea from a man acting as a foreign agent for the People’s Republic of China.
From at least 2019 until February 2026, Thomas Weir Pauken II worked under the direction of handlers with known connections to the Chinese government. He also sold reports to a group of Chinese individuals seeking information related to technology and the U.S. Department of Justice. He received at least $100,000 in payment for his work as well as received paid trips to China. Pauken is set to be sentenced on September 1 and faces a maximum penalty of 10 years in prison.
Thanks to the excellent work spearheaded by @FBIPhiladelphia, this FBI is able to uphold its priority of defending the homeland from the estimated over $225 billion cost to Americans in counterfeit goods, pirated software, and stolen trade secrets by China. This FBI continues to protect Americans from counterintelligence attacks (up 53 percent) to safeguard our nation’s most important secrets.

Today, the FBI and DOJ announced that Oleksii Oleksiyovych Lytvynenko pleaded guilty to wire fraud conspiracy in connection with Conti, a ransomware variant that infected more than 1,000 computers and networks worldwide. Lytvynenko conspired with others to deploy Conti ransomware to extort victims and steal their data. The FBI and our partners will continue to relentlessly pursue those responsible for cybercrimes, regardless of where they operate, and bring them to justice.

This week, @FBICleveland, in coordination with Google and Lumen's Black Lotus Labs, conducted a technical takedown operation against Outsider, a Chinese phishing-as-a-service platform (PhaaS) that has been in operation since 2023. The Outsider platform provides cyber criminals with access to infrastructure hosting phishing website files and resources via “phishing kits” and are used to carry out complex phishing attacks against U.S. citizens and companies, as well as victims in at least 54 other countries.
The FBI's investigation revealed that between July 2023 and the present, the Outsider PhaaS platform employed over 8,000 unique phishing domains, accounting for at least an estimated 3,870,000 stolen credit cards and a corresponding estimated $1.9B in losses.
Through a joint takedown, the FBI and partners: seized several domains of main admin servers, as well as a Shopify e-commerce storefront and account used to test the phishing service; approximately $100K USDT from Outsider payment wallets; thousands of phishing domains from U.S. providers, rerouting them to an FBI splash page; and leveraged an Outsider Telegram bot to obtain information on Outsider customers.
This action is part of Operation Riptide, an ongoing FBI campaign targeting the criminal actors, infrastructure, and financial networks behind cybercrime, cyber-enabled crime, and fraud against the American people.

Today’s story behind the numbers: Another highly successful week for this #FBI in cracking down on child predators and abusers.
Last week out of @FBILasVegas, five Nevada men pled guilty to possessing and distributing massive quantities of images and videos depicting the worst of the worst child sexual abuse.
Their sick materials—shared via peer-to-peer networks and social media—involved infants, toddlers, and other children under the age of 12 and often showed acts of violence, sadism, and masochism. One man alone possessed more than 50,000 of these digital images and videos. They’ll now face justice.
More FBI investigations coming to fruition last week:
- A Sarasota, Florida resident was sentenced for using a social media app to gather and distribute sexual abuse materials of girls under the age of 12. He used another app to produce child sex abuse material with a 12-year-old.
- A Boston man was found guilty of forcing a minor to have sex with him and various clients, while filming his encounters and even compelling the victim to film these acts.
- An individual in Kansas was arrested and indicted for allegedly threatening to rape and kill a victim. He was also charged with various other crimes related to child sexual abuse material.
The FBI is relentless in tracking down these vile predators, with nearly 3,000 child predators and abusers arrested, up 70 percent.
