Sample petition, you can use or adapt to advocate for a Press Freedom Act in the United States.
This focuses on comprehensive federal protections for journalists and independent media, building on existing efforts like the PRESS Act (a bipartisan federal shield law to protect sources and limit government surveillance/compelled disclosure) and the Journalist Protection Act (which criminalizes assaults on journalists during newsgathering).
These bills have been reintroduced in recent Congresses (e.g., the Journalist Protection Act in 2025 by Rep. Swalwell and Sen. Blumenthal, and versions of the PRESS Act in prior sessions), but none have become law yet.
Your petition could urge faster passage, strengthening, or a new consolidated "Press Freedom Act" that combines elements: source protections, physical safety, anti-harassment measures, and support for independent journalism.The petition is formatted formally for submission to Congress (more effective than to the AG alone, since legislation requires congressional action). Direct it to your U.S. Senators and Representative, or to key committees like the Senate Judiciary Committee or House Judiciary Committee.
You can also submit copies to the White House or DOJ for broader visibility.Petition for the Enactment of a Comprehensive Press Freedom ActDate: [Insert Today's Date, e.g., January 26, 2026]To:

Subject: Urgent Petition to Congress: Pass a Comprehensive Press Freedom Act to Protect Journalists, Independent Media, and the Free Flow of Information.
Dear Members of Congress and Attorney General,We, the undersigned citizens of the United States, invoking our right under the First Amendment to petition the Government for redress of grievances, call upon Congress to immediately introduce, debate, and pass a comprehensive Press Freedom Act.
This legislation is essential to safeguard the free press—described by the Founders as vital to democracy—in an era of rising threats to journalists, including physical assaults, government surveillance, compelled disclosure of sources, legal harassment, and economic pressures on independent reporting.
Whereas the First Amendment declares: "Congress shall make no law... abridging the freedom of speech, or of the press"; Whereas a free and independent press is indispensable to holding government accountable, informing the public, and maintaining domestic tranquility as envisioned in the Preamble to the Constitution; Whereas journalists—professional, independent, and citizen—face escalating dangers, including: Physical violence and intimidation while covering protests, public events, or investigations;
Federal and state efforts to subpoena or seize reporters' records, phones, or sources without strong safeguards;
Strategic lawsuits against public participation (SLAPPs), doxxing, and online harassment;
Foreign and domestic disinformation campaigns that undermine trust in legitimate journalism;
Whereas existing protections are patchwork (state-level shield laws vary, and no robust federal shield law exists), leaving gaps that weaken the Fourth Estate; Whereas bipartisan bills like the Protect Reporters from Exploitative State Spying (PRESS) Act (federal shield law limiting compelled disclosure) and the Journalist Protection Act (criminalizing assaults on journalists) have advanced in recent Congresses but require urgent enactment and potential expansion; We petition Congress to enact a Press Freedom Act that includes, at minimum, the following core provisions:Federal Shield Protections — Prohibit the federal government (and encourage states) from compelling journalists or media organizations to disclose confidential sources, unpublished materials, or work product, except in narrow, court-approved circumstances involving imminent harm or national security threats with strict oversight.
Criminal Penalties for Assaults — Establish federal crimes for intentional assault, battery, or threats against journalists engaged in newsgathering, with enhanced penalties when motivated by intent to interfere with reporting.
Anti-Harassment Measures — Provide mechanisms to investigate and prosecute doxxing, SWATting, or coordinated online campaigns targeting journalists, including DOJ task forces.
Support for Independent Journalism — Authorize grants or tax incentives for non-corporate, independent media outlets; promote media literacy to combat misinformation; and monitor media consolidation that threatens viewpoint diversity.
Whistleblower and Source Protections — Strengthen safeguards for government whistleblowers who provide information to the press.
Oversight and Reporting — Require annual reports from the DOJ and FCC on press freedom incidents and government interactions with media.
Call to Action: Introduce and prioritize a consolidated Press Freedom Act in the current session of Congress.
Schedule hearings in the Judiciary Committees to gather testimony from journalists, legal experts, and civil liberties organizations.
Pass this legislation with strong bipartisan support to demonstrate that protecting the press transcends politics.
We stand ready to support this effort through advocacy, testimony, and mobilization. A response outlining steps taken would be appreciated within 60
days.In the spirit of "We the People... to form a more perfect Union," we urge swift action to secure the blessings of liberty—including a free press—for ourselves and our posterity.Signatures: [Your Name / ] – [Date]
