According to the Auditor-General’s report, the Ghanaian government mobilized a total of GH¢21.84 billion between March 2020 and June 2022 to respond to the pandemic.
While this total includes domestic resources like the Contingency Fund and Bank of Ghana bonds, the primary external components from foreign aid and international financial institutions included:
International Monetary Fund (IMF): A US$1 billion disbursement under the Rapid Credit Facility in 2020, plus a subsequent US$1 billion allocation from Special Drawing Rights (SDR) in 2021.
World Bank: An initial US$100 million package in April 2020 to support the emergency preparedness and response plan.
European Union (EU): An €87 million (approx. GH¢587.5 million) emergency budget support grant signed in late 2020.
African Development Bank (AfDB): Concessional financing totaling roughly GH¢405.7 million.
