India has just taken a major step toward an ethanol-powered future. Union Minister Nitin Gadkari has approved regulations for E100 fuel a fuel made of nearly 100% ethanol and zero petrol. E100 is fuel made almost entirely from ethanol, a renewable biofuel produced from: โ€ข Sugarcane โ€ข Maize โ€ข Damaged food grains โ€ข Agricultural waste Unlike E20 petrol (20% ethanol blend), E100 contains virtually no conventional petrol. The approval of E100 standards means automakers can now develop and sell vehicles designed specifically to run on pure ethanol. India imports a large portion of its crude oil requirements, making the country vulnerable to: โ€ข Global oil price shocks โ€ข Geopolitical disruptions โ€ข Foreign exchange outflows The goal is to replace imported fuel with domestically produced energy. According to the government, India's ethanol program has already: โœ… Saved over โ‚น1 lakh crore in crude oil imports โœ… Generated nearly โ‚น80,000 crore in income for farmers The E100 initiative aims to expand those benefits significantly. it said that This creates new revenue streams for rural India while strengthening domestic energy security. Can E100 completely replace petrol? Technically: Yes. Practically: Not yet. The biggest challenge is that today's vehicles are not designed to run on pure ethanol. Millions of existing cars, bikes and scooters can use petrol or E20, but not E100. Ethanol behaves differently from petrol. E100 requires: โ€ข Different fuel injectors โ€ข Modified fuel pumps โ€ข Specialized fuel lines โ€ข Revised engine calibration โ€ข Ethanol-resistant materials Without these changes, long-term reliability becomes a concern. This is where flex-fuel vehicles come in. Flex-fuel vehicles are engineered to run on high-ethanol blends, including E100. They automatically adjust engine settings based on fuel composition. No manual intervention required. One of the biggest examples is the new Maruti Suzuki WagonR Flex-Fuel. The WagonR has become one of India's first mass-market vehicles capable of operating on E100. Other manufacturers preparing E100-compatible vehicles include: โ€ข Maruti Suzuki โ€ข Toyota โ€ข Hyundai โ€ข MG On the two-wheeler side, Hero MotoCorp has already introduced flex-fuel versions of the Splendor and HF Deluxe. Advantages of E100 โœ… Reduced crude oil imports Every litre of ethanol replaces imported petroleum products. For a country that imports billions of dollars worth of oil annually, the impact could be significant. โœ… Better energy security Unlike crude oil, ethanol can be produced within India. This makes the country less dependent on external suppliers and geopolitical events. โœ… Support for farmers A larger ethanol economy creates consistent demand for agricultural feedstocks and provides additional income opportunities for rural communities. โœ… Lower emissions Ethanol burns cleaner than conventional petrol and can help reduce carbon emissions from transportation. While not completely carbon-neutral, it represents a cleaner alternative to fossil fuels. But E100 isn't a perfect solution. There are important drawbacks. The biggest one? Lower energy density. Ethanol contains less energy per litre than petrol. That means: ๐Ÿš— More fuel consumption ๐Ÿš— Lower range per tank An E100 vehicle may require more fuel to travel the same distance compared to a petrol-powered vehicle. Another challenge is infrastructure. Fuel stations across India will need: โ€ข Dedicated storage tanks โ€ข New dispensing systems โ€ข Supply chain upgrades Building this network nationwide will require substantial investment. Today, only a handful of flex-fuel vehicles exist. For mass adoption, India will need: โ€ข More car models โ€ข More motorcycle options โ€ข Wider consumer awareness There is also the challenge of scaling ethanol production sustainably. India must ensure that fuel production does not: โŒ Distort food supply chains โŒ Increase water stress โŒ Create agricultural imbalances Balancing energy security with food security will be critical. The larger vision is ambitious. If successful, E100 could help India: ๐Ÿ‡ฎ๐Ÿ‡ณ Reduce oil imports ๐Ÿ‡ฎ๐Ÿ‡ณ Strengthen energy independence ๐Ÿ‡ฎ๐Ÿ‡ณ Increase farmer incomes ๐Ÿ‡ฎ๐Ÿ‡ณ Build a domestic biofuel ecosystem Nitin Gadkari has long argued that India's transportation future should not depend entirely on imported fossil fuels. The approval of E100 fuel regulations is the strongest signal yet that India intends to seriously pursue ethanol-based mobility.

More importantly, I have repeatedly disputed the claim that wealth inequality is an externality. All externalities, insofar as they make sense, admit the interpretation of a missing market -- that market being missing is the reason the price is zero, but should not. What's the missing market here? And this isn't just a vague objection. Some people have preferences regarding the ethnic and cultural composition of their neighborhood or town. While I find this kind of attitude both ridiculous and reprehensible, economic theory is clear about what immigration does: it pushes them on a lower indifference curve. Clearly, if wealth inequality is an externality on the basis that it imposes costs on third parties, surely we can say the same of immigration. It actually does not matter that we find it stupid or racist -- what matters is the people, themselves, would call this a cost. Of course, I have an answer: there isn't a missing market in either cases. In fact, both of these "problems" admit private "answers" if the government doesn't intervene. If a racist group bought a whole neighborhood and racial discrimination was legal, they could enforce their preferences. The same can be said of outcome egaliatarians. They could all get together with people and agree to pool their portfolios and to impose rules on each other to manage it collectively. Here, what's illegal is that they cannot form a new country. So, I don't see missing markets. I only see some progressive economists layering a thick varnish of economic theory on top of arguments they would make regardless of it.
It is not basic economics to tax only the political externalities you don't like personally.
