Had a pretty big research breakthrough while building the flowchart for the First Amended Complaint on the City of Glendale case. You guys are going to laugh your asses off.
So you can reject a bill just straight up, which dishonors it. But if you do that, the drawer (person who originally ordered payment) becomes responsible for paying the bill. You can see this in UCC 3-414(b).
So you just hold on to the bill as the holder... you don't send it back. You send back a COPY (write "NON-NEGOTIABLE" across the copy) with a notice of dishonor then ORDER them to pay the bill for you under UCC 3-414(b).
If they don't comply then you sue them under UCC 1-305 to force compliance.
