Tourism in India has 2 problems - on tour Operator (Hotel, homestay, cabs, restaurants etc.. ) & tourists themselves.
Prices are obscene & tourists don't get same standard properties in South-east Asia where at cheaper rates Indians get better properties. Previously with Visa Indians travelled to west & accepted higher prices but now with Visa on arrival see how at cheaper prices they get better price.
Operators charging high price shud also introspect rather than laying all blame on tourists.
I have had bad exoeriences in places that charge 10-15k per night on non-peak season but falls way below what they promised or shown officialy - right from food, amenities & activities sub-par.
In your case also, you mentioned people carrying their own luggages which is TRUE in many small properties in West. But in India you don't pay labourers western salaries & hence could have some help hired for lugging luggages if no lift exists.
Seen this in Goa too when most of high paying tourists are Indians who are mostly well behaved. But they complain about few who are budget or are unruly. When most of westerners are backpackers & budget.
India doesn't get many inbound foreign tourists. So best business case is to attract well paying Indians who pay for service
Keep complaining about Indian tourists they will then spend outside India.
