What replaces the revenue? Sales taxes? Fees? Assessments? State transfers? How do renters benefit? How are high-homestead counties protected? What is the long-term plan for rural counties that may become dependent on Tallahassee?
Before we rewrite the foundation of local government finance, those seem like reasonable questions to answer.
