A Lieutenant General in the South African Police Service (SAPS) earns a gross monthly salary ranging between R115,000 and R165,000, which translates to an annual package of approximately R1.4 million to R2 million. This position sits at Salary Levels 15 and 16 within the Senior Management Service (SMS).Because they fall into the top brass or "millionaire's club" of SAPS, a group that includes about 800 top management officials. These roles are typically occupied by the National Commissioner, Deputy National Commissioners, Divisional Commissioners, and Provincial Commissioners.
Total Package breakdown beyond the base salary:
Lieutenant Generals receive several executive benefits, including:
- Medical Aid Contributions: Subsidized health benefits.
- Pension Fund: Government Employees Pension Fund (GEPF) contributions.
- Car and Travel Allowances: Flexible travel packages for official duties.
- Housing Allowances: Standardized non-pensionable housing benefits.
- Latest IPhone, Laptop, free airtime and data. The phones are being upgraded every two years and they have the option to buy the "old" phone for only R150, while officers from warrant officer down are using their own phones, airtime and data.
- They also have huge smart TV's in their offices, with DStv Premium packages.
These are all the perks and if you are fortunate like Lineo Nkoua, you will also be appointed as a member of the GEPF Board of trustees at an additional R950K per annum.
Still, with these huge salaries and extraordinary perks, they are still not satisfied, they are still committing crimes to get more money 🤦🤦

She is directly implicated in 'SSM5' - my Witness Statement filed before the Mandlanga Commission in the year 2025, now she has since been "suspended".
Notably, Shibiri Richard has also been dismissed - raising concerns about how he will access records of stolen/lost dockets given his implication alongside Judge Ratha Mokgoatlheng.
Consequently, SAPS must delegate an one(1) of its members to provide the names and case numbers of all files stolen during Richard Shibiri's tenure. A comprehensive list of all stolen case files and dockets must be prepared. Both Ratha J and Shibiri bear the legal duty to provide answers and account for their knowledge.
Judge Ratha must provide a detailed explanation and answer my fifty(50) questions. It is essential to recognize that cartels extend beyond drug cartels, and members of SAPS are a part of the Cartel itself.
This woman was with Lt. General Mkhwanazi on stage (rubbing sholders with him), thinking she will subvert Mkhwanazi to her favour - I put on record that you cannot seek protection for cover-ups and shenanigans committed in the dark. She must account for all her underhand dealings and bogus documents - and fake citizenship and identity. The infiltration of SAPS is way too deep, it puts on make up and lipstick. She must explain how she jumped ranks post infiltration?
Heads Up: SAPS prepare three(3) members to file all detailed list of all dockets stolen/disappeared by this Cartel (i.e. all Lt. Generals and Generals), not only minor members within SAPS. Dismissing Shibiri was not a panacea - he must explain and disclose the names of all SAPS Members which stole dockets during his employment.
