Mendoza is the future, AOC is not... However, imo, I think he can beat out Cousins as the starter this season. Mendoza will sit, unless both QB's shit the bed. I doubt that will happen. The Raiders have the best QB group in the NFL. Any of those 3 could be starters. That's rare.

Actually, the Raiders are paying $11.3mil, Atlanta is paying the other 8.7mil. But! Raiders are giving Kirk 1.3mil for 26' and due for a 10mil roster bonus after 6/1/27. If Raiders decide to cut Cousins before 6/2027, they can save 10mil if Mendoza is ready to be the starter.

It is not that he is good enough. Like Mendoza, they felt he was not seasoned enough so they went (again) to the veteran for the 3rd straight year. However, w/that being said and based on OTA's,Kubiak (imo), will based it off of production, rather then salary(Minshew/Smith)...
