OSHA would disagree with the eye protection part if that picture is a business and if those are employees. If they are just guys working on stuff it's unwise to not have safety goggles on. If you read the second part of my comment you would realize I was not sure if it was carbon or not.

I missed that. The first angle I saw had their "safety" rope view blocked.
Standard OSHA regs for fall protection harnesses, ropes, deceleration devices, and anchors in that kind of setting is VERY specific.
Their setup looked pretty sketchy to my educated safety eye.
