The reason I (and others) followed the account is 1) because Verhulst is a known academic in this field, 2) an account claiming to be Verhulst (possibly an abandoned X account) messaged me yesterday about launching the ODPL project. No mention at all of any token.

We understand that, he’s saying the fact that you followed the random account gave verification to the fact that it’s most likely legit because why would you be following a random crypto account with no followers. Hopefully that token can be revived as many are holding losses
I will be reaching out to Stefaan Verhulst about this. He is an academic focused on data policy. I will write more when I learn more, but this looks like straight up fraud committed by some third party individual(s), using others to trustwash their fraud.
