Most likely what he's doing is executing a position in small clips and trying to get filled by algos. I'm pretty sure by this point arbitrage was no longer possible due to machines doing it.

It’s not arbitrage. That looks like an EBS terminal, which is used to deal spot FX in the interbank market. He’s probably a market maker just managing or offloading a position
