If you get a New 3ds and homebrew it, you can use Snickerstream or NTR-Viewer if your wifi is strong enough to support it.
I think that's probably the easiest route these days.
Not exactly! I have Custom Firmware installed, and downloaded a screen capture program called ‘Snickerstream’ in order to record both top and bottom screens of my 2DSXL, and then I animate using Flipnote Studio 3d!
you dont need to send it into anyone, you can stream stuff to your pc with snickerstream and some software modding. you just neeed an sd card 3ds.hacks.guide/
It's called NTR Streaming, it only works on New variants though. You can connect it to a pc with SnickerStream i believe. Although I think someone may have recently made a more efficient version. However, it is all streamed to a PC. So quality will never be 100%.
Iirc there was a homebrew app called Snickerstream that could stream gameplay footage to a PC, but it was not the best quality. Finding a 3DS capture card nowadays is probably not very easy/affordable. Not sure how well it plays on Citra, but that's probably your best bet tbh.

Its a bit laggy but its not terrible. You might notice the video cut out a bit, thats because my stream kept dying lol
I hope to have enough expendable cash one day to get one!
Citra/Snickerstream has worked great for me so far, but not every game runs or looks great through those.
I’ve been using my sisters 3ds the past few months because it doesn’t drift but now snickerstream won’t work so I can’t record gameplay ☠️ irl rng has been rough lately
I’ve been running 3ds games (oot3d and mm3d) for many months now and they have become my new main games but not that my circle pad is drifting out of control I may be forced back to running botw 😀
capture card for ds/3ds requires hardware modification, you can emulate to record though.
DeSmuMe (DS) and Citra (3DS) are good to use.
if your computer isn't able to run the emulator, you can download snickerstream on pc and bootNTR on your 3ds (needs to be hacked)
I should add just in case, the homebrew one just requires a hacked 3DS, a specific luma firmware (github.com/Nanquitas/Luma3DS…), snickerstream (github.com/RattletraPM/Snick…) and a PC on the same home network to connect to. it's not perfect, but is definitely the cheapest and easiest option
