Does this mean that, I have to be answerable to the brand before complaining about any flaws of their products, even as a regular consumer?

Low-income populations in Tier-2 and Tier-3 are still starting to first your brand & buy it: Does this mean if they complain about any flaws of your phone without asking you, you will silence them?
This sort of thing works in feedback programs and loops, where you have to report bugs and issues of products to the brand under an official obligation, usually under embargos.
However, you can NEVER apply this same thing to average consumers who are buying your products from Flipkart or from offline stores with their own money, and are not bound by the same embargos and agreements: TechBar, Gyan Therapy and TechWiser's came under exactly this aspect, they are not answerable to you if they, as creators, found serious flaws and misleading information in how you make products and especially market them.
