Did we make the STU3 #FHIR TOC CareConnect profiles too loose, so they could carry #PDF as a minimal viable solution? Going forwards how do we coax suppliers to use interoperability standards properly? Even if we changed these to R4 UKCore profiles this won't solve the problem.
