option B right location for config.xml is in etc not in etc/adminhtml this file location is derived from lagecy magento 1 in magento 1 we also set block, model, helper alias in config.xml but in magento 2 we normally use for setting configuration values

In Magento you have in the Administration Overview with Dashboard (Adminhtml) Orders Cart rules Attribute sets for the attributes Attributes (with codes for import/export or theme) Customers CMS pages where you can place HTML, CSS, XML Layout and Static Blocks. Static blocks which can be used in the theme by PHP. ExtJS was integrated very closely with Adobe Flex 3 File Uploader via FABridge. Then Flex component got integrated into adminhtml. What a funy coincidence that Magento is now part of Adobe.

I think EU stores are deployed slower as they usually require more then 1 locale to compile. Let say there’re 6 locales and a theme based on luma(incl. fallback themes adminhtml). Deploying of each theme-locale pair on the default strategy takes ~20secs.
