Because it allows them to operate as a democratic co-operative where members (over 1,000 of them) can vote on how to spend the money. Under this dual-structure, they can claim "charitable purpose" to get the tax breaks, while using the "Foundation" side to conduct political activities that traditional charities would be banned from doing. It is the ultimate legal loophole.

In the ’90s, my dad ran a one-man tech consulting business. It was called Bencom. He even had the domain, back when owning your own dot-com was pretty unique.
