Respected Sir/Madam,
I, Dr. Arbind Kumar Yadav, resident of Flat No. T-112/B4, Sunrise Apartment, Ward No. 6, Mehrauli, seek urgent intervention regarding unauthorized construction, serious safety hazards, and continued administrative inaction.
I purchased my flat through a housing loan in 2018. The building originally consisted of stilt parking, ground-floor shops/parking, and residential floors up to the 4th floor. Several promised common facilities remained incomplete after the builder abandoned the project.
During June–July 2025, a local builder, Mr. Ravinder Singh (House No. 135, Mehrauli), began construction on the terrace under the pretext of completing pending work. Residents were informed that additional floors were being planned. Apprehending illegal construction and danger to life, I repeatedly complained to MCD and other authorities. Despite inspections and follow-ups, the work continued unchecked.
The terrace was damaged during construction, causing severe water seepage into my flat. This resulted in damage to walls, ceilings, electrical wiring, appliances, furniture, and personal belongings. Electric current began passing through the walls, causing shocks to family members, including my daughter, who lost consciousness during one incident. A kitchen short circuit also led to a fire. Due to safety concerns, my family was forced to vacate our home in July 2025 and move into rented accommodation, while continuing to bear rent, home loan EMIs, repair costs, and other expenses.
Despite filing over 200 complaints through the MCD 311 App, written representations, calls, and personal visits, no effective enforcement action was taken. Today, two additional unauthorized floors have reportedly been constructed on an eight-year-old building without proper structural assessment, fire safety measures, or regard for public safety.
More than 150 residents, including women, children, and senior citizens, are at risk. Any fire, earthquake, or structural failure could result in a major tragedy.
I respectfully request immediate action to:
1. Conduct a structural stability and safety audit of Sunrise Apartment.
2. Stop further sale, transfer, occupation, or registration of units in the unauthorized floors.
3. Demolish illegal construction as per law and restore the building to its sanctioned condition.
4. Investigate how the construction continued despite repeated complaints and notices.
5. Fix accountability of all officials and persons responsible.
6. Assess and compensate losses suffered by affected residents.
7. Ensure restoration of safety, essential services, and habitability.
This is not merely a case of unauthorized construction but a matter of public safety, accountability, and rule of law. I request your urgent intervention before any irreversible tragedy occurs.
