It’s to keep commuters out of residential neighborhoods snarling up traffic. Or to stop people from discovering “shortcuts” that end up merging back into traffic stopping the flow of traffic on the freeway. They’ve been trying other things like posting signs “no right turn on a red light from 4-6” in my neighborhood and that fixed the routing issue during traffic jams on the nearby freeway. There’s another location where people will get off the freeway and then get back on a mile later to avoid the very traffic that those people are causing because they are trying to get back on the freeway. After that merge the freeway always picks up again. So yeah as long as it’s not written for emissions control it seems like a solid plan to me.
