The Isaiah verses about God stretching out the heavens also read naturally as Him forming and organising this cosmos the same way a potter shapes clay that already exists. In Hebrews it says that the visible was not made from things that appear, but even that fits with God working with chaotic matter that don't look like anything or are formless rather than pure non-existence.
