No a Mary Sue is a female character that has everything too easy. She's the prettiest, the smartest, the nicest, and basically has nothing interesting happen to her due to everything being easy for her due to how annoyingly awesome she is. They're unrelatable due to their perfection, and uninteresting because watching their story is like watching someone play a video game with invincibility mode turned on. Add to that the writer will try to make them relatable or interesting in some hokey way that doesn't land because the reader doesn't give a shit about a perfect person they know is going to succeed regardless.
