Luxray has an intricate design. Scizor shiftry and gyarados all have strengths that gives you a reason to play around their weaknesses. Meganium does not it does literally nothing even decently. No atk, spd,sp atk, or hp and 5 weaknesses. With only ok def and sp def. (1/2)

Luxray is bad compeitively, people still love it, scizor, shiftry and gyarados have a 4x weakness, people still love them. Blastoise has a simple design, people still love it. People like dewgong and seel more and that arguable has a worse design and background. "Well laid out"
