What exactly is Sovereign AI?
Is building a local LLM, which is based on a research paper in the USA, powered by GPU clusters which have been designed in tbe USA then forged in a lithography machine made in the Netherlands and Fabricated in Taiwan or South Korea, truly a sovereign AI?
You can well argue that an LLM where the weights and infrastructure is controlled by us, data remains within our country and can continue to function without external interference is a Sovereign AI.
Well in that case, we need to accept a a hard truth
It is close to impossible for us to build a Sovereign AI. At least in the current structure.
Sovereign AIs are built with direct and indirect govt support. No private company can do it on their own. The costs are too too high and the returns too unpredictable.
In India unfortunately you will never get it
Even if you do make a proposal for 100000 H100 GPU cluster to power India's LLM and send it to the government, a commitee of History grad examjeet babus will send it back to you saying, "why do you need so many GPUs. Can't you make do with 10,000"?
Or they will put in a file, mark it "To be examined later" and play pass the parcel between themselves till the next frontier emerges.
I guess Nandan Nilekanj, who has worked closely with the govt knows this. Which is why I think he keeps advocating for us to become the Use case capital of the world.
If the Govt creates an NDDB type independent body, isolate it completely from the destructive force that is the Indian babudom, put a hard charging taskmaster like Dr Kurien or E Sreedharan in charge of it and give them full freedom and unlimited budget to run it the way they want, you may get one.
But we can't do that. Can we?
