What would it take for governments to earn the trust of their people?
In Sub-Saharan Africa, our OBS 2025 results show the direction of travel matters more than the averages.
Transparency held steady, oversight improved, and participation rose for a second round, even under fiscal pressure.
The task now: publish more, and let the public and oversight actors truly monitor and shape spending.
