Kadyrov announced to Putin that Chechnya has assembled a reserve force of several tens of thousands of trained fighters, prepared to deploy to the combat zone upon the president's command.
Putin seems rattled by Kursk, and these forces would be very helpful now, so why wait? They will be needed in case of a civil unrest.
