Albania has made strong progress in cadastre digitalisation since 2020. By early 2026, ~90% of property data was digitised and 91.5% of cadastral zones registered, with a target of 95.5% by mid-2026 and full coverage by 2028. Challenges remain despite digital progress.

Legal certainty of property rights was the focus of the latest Investment Council meeting, chaired by Minister @DelinaIbrahimaj. Discussions reviewed progress, ongoing challenges in cadastral digitalisation, and the need to strengthen predictability and confidence for businesses.

Ahead of the upcoming Investment Council meeting, the Secretariat conducted an online survey with 163 companies—gathering insights on how businesses view the digitalisation of local government services: what works, what doesn’t, and what should come next. The dialogue continues.

Albania’s economy grew by 3.96% in 2024, supported by €1.6B in FDI, lower inflation (2.2%), and rising wages. Exports fell by 15.4% and productivity remains low, with tech readiness still lagging.
