This morning we opened the Institute for research with Royal Prince Alfred Hospital and the University of Sydney. And we announced funding through the Medical Research Future Fund with Arthritis Australia. I have seen first hand the impact arthritis can have and know these research funds will help to improve the quality of life for Australians in the future.

With the passing of Richard Scolyer, we have lost one of our brightest lights and one of our biggest hearts. As the joint 2024 Australian of the Year, Professor Scolyer took his place in the national spotlight with determination and purpose as he very publicly dealt with his glioblastoma, an aggressive form of brain cancer. Every day, this remarkable man – the cancer specialist who became his own subject – took us into his confidence, and he lifted us all in the process. Richard’s journey was difficult and confronting. “My uncertain path”, as he termed it with characteristic understatement. Yet it was one he travelled with courage, determination, and a grace that never ceased to be remarkable. The way he shared it with us was an act of profound generosity. He showed us what it means to hope, and to keep searching for solutions. He showed us how to stand firm against fear and stay true to yourself. Now Richard’s journey is done, yet his legacy will always be with us. The recently established Richard Scolyer Chair at the Chris O’Brien Lifehouse proudly bears his name. And one day when a cure is found, Richard’s name will be spoken. The hearts of all Australians go out to his wife, Dr Katie Nicholl, and their children, Emily, Matthew and Lucy. And may Richard Scolyer rest in peace.

As we mourn the passing of Michael Tate, we honour a life dedicated to social justice. In politics, diplomacy and the priesthood, Michael Tate combined a formidable intellect, passionate advocacy and a profound sense of humanity. During the Vietnam War, Michael's pacifism drew him to the Labor Party and his moral compass proved a sure guide through his fifteen years as Senator for Tasmania, capped by his time as a Minister in the Hawke and Keating Governments. Michael possessed the courage and conscience to engage with the big issues and the humility to acknowledge their complexity. Long before he was ordained, he practiced what he preached. I offer my heartfelt condolences to Michael's loved ones. May he rest in eternal peace.

The changes the Howard Government made in 1999 to Capital Gains Tax were supposed to boost investment in the share market. Instead, they turbo-charged property as an investment vehicle. And that fundamentally altered the equation for first home buyers – and for young Australians. Since 1999, house prices have risen by over 400%. More than twice as fast as average incomes. And in the same period, home ownership rates for Australians aged between 25 and 34 fell by 7% points. It is no wonder that more and more young people – and indeed their parents and grandparents - have been worrying they will never own a home. That feeling of having the deck stacked against you is only magnified when young Australians turn up to an auction and get outbid by property investors being given a leg up from the tax system. Our reforms to negative gearing and capital gains tax remove these distortions. Bringing more first home buyers back into the market.
