8/9: A large component of the evaluation process for the NCCA is improving the "civilized" conduct of officials and residents. Eg, cracking down on open spitting, pet misdemeanours, jaywalking, line cutting when queuing, and disobeying of no smoking signs.

9/9 These are exactly the kinds of behaviours we saw some local governments attempt to include as part of their SCSs. Some city governments appear to have used SCS rewards and punishments to address NCCA criteria. Read on for more (open access).
