The base in question is supposed to serve as a military and civilian headquarters for the bodies and forces that will arrive in the region to promote the Trump plan, as well as to replace the multinational headquarters located in Kiryat Gat. As part of the construction of the infrastructure at the new base, plans include the construction of a tower that is to be used for command and control of the forces in the field. بغض النظر عن المفاوضات، بس من الناحية العسكرية الخالصة، تكرار نمط معين من الهجمات او المناورات هو وسيلة لتعويد الخصم على نمط جهوزية معين ليدخل بالروتين تمهيدا لهجوم حقيقي، مثل مناورات حماس الكثير قبل الطوفان. الضربات الامريكية تشير الى محاولة اضعاف تمهيدا لهجوم مفاجئ اوسع لاحقا.
