I think demand needs to be moderated to remain within the available recycled resource and we do that by removing wastage we don't want to increase the volume in the cycle by adding more fresh raw materials

With respect, that’s still seeing ‘waste’ as a problem rather than an opportunity. Nature is very profligate - just watch all those acorns drop - but very sustainable.
