NC Senate Bill 749 passed in Oct 2023 restricts election officials quick emergency response to natural disasters (such as approving county requests to move polling places and early voting sites no longer useable) was to forbid the executive director of the State Board of Elections from approving these actions, instead the full State Board of Elections must have an open meeting to approve those actions. While most of Senate Bill 749 was enjoined and never came into effect, the emergency powers provision was NOT enjoined. ncleg.gov/Sessions/2023/
