The BRS saga is an example of the system protecting itself while hanging out one person to dry. The whole Brereton inquiry was a stitch up from the outset. Andrew Hastie & Angus Campbell are the two main actors.

The inquiry was setup to pin BRS with the crimes while allowing Hastie & Campbell to be given immunity for reckless command, as they were also responsible for the crimes committed under their command.

the failure of Hastie & Campbell to act despite the "fairly well established rumours" was conveniently left out. All soldiers who gave evidence were given immunity, which is why only BRS is facing charges despite their being 21 witnesses/parties to the crimes.
