The developer's Environmental Impact Assessment screening report (Oct 2020) estimates 450-520 HGV movements solely to construct an underground car park. (p 14). Excavating the basement containing asbestos needs specialist treatment to protect human and environmental health.

We raised the issue of asbestos in Lockton House on 21 February 2021, and said that if demolition is permitted a written condition should be imposed that the work be carried out by a specialist asbestos removal company, to avoid significant danger to health from released fibres.

There is a strong case for an Enivronmental Impact Assessment to be carried out in relation to this 105,325 sq. ft. office development on Clarendon Road and Brooklands Avenue.

The adverse environmental impacts of these major proposals, including contamination risks from known asbestos, traffic congestion, air pollution, water supply/over-abstraction and the demolition process itself, add weight to the argument for an Environmental Impact Assessment.

What is the point of the Local Plan? This proposal contravenes it.The Cttee voted: Cllr Smart (approve), Cllr Baigent (approve), Cllr McQueen (abstain), Cllr Page-Croft (approve),Cllr Porrer (approve), Cllr Thornburrow (abstain), Cllr Tunnacliffe (against). Cllr Green was absent.

We did an FOI request for 17 meetings & workshops held between Cambridge City Council and the developer from 15 January 2020 to 3 November 2020. Only 1 set of minutes was provided, from 5 August 2020.

The three proposed replacement trees for the south west corner, T9 Liquidambar styraciflua, T10 Pinus nigra (black pine) and T11 Liriodendron tulipifera (tulip tree), will not adequately mitigate the loss of canopy cover, as two of them lose their leaves in winter (T9 and T11).

The hedge of copper beech 80cm high in troughs along the southern elevation wld not be appropriate replacement planting; a)these lose their leaves in winter & b)they are boundary treatment rather than substantial trees, showing how close Block B would be to the southern boundary.

Would this preserve or enhance the Brooklands Avenue Conservation Area? These 2 massive office blocks would have a negative effect on the Grade II listed Royal Albert Homes on Brooklands Ave & other 2 storey houses in Clarendon Rd, esp. in terms of residential amenity. #Cambridge

Would this preserve or enhance the Brooklands Avenue Conservation Area? (We adjusted shadow & contrast levels to show what Block B would look like behind the Victorian terrace). Block A would extend over 40m back from Brooklands Ave, linking up with taller, overbearing Block B.

Clarendon Road & Brooklands Avenue are narrow roads. There are no loading bays on Clarendon Road outside Lockton House for deliveries or taxi pick-ups/drop offs.With the existing Lockton House, deliveries are made on site,avoiding potential conflict with pedestrians and cyclists.
