Family Research Council reserves the right to score against the rule on H.R. 1 when it comes to the floor. The "One Big Beautiful Bill" has lost its glamour in the Senate. Gone is the defunding of Planned Parenthood, because let’s be honest — a one-year pause in federal funding does not reach the threshold of federal defunding. Under the Senate plan, taxpayers will still be forced to underwrite experimental gender transition procedures. Privately funded education scholarships will now be entirely voluntary, so that students in failing schools in blue states will be left without help. Many of the changes to the Senate bill are being blamed on the Senate parliamentarian, but it's clear that legislative priorities can be--and were--put through the "Byrd bath" multiple times until they pass muster. There need to be conservative, pro-life, pro-family policy commitments to offset what was lost in the Senate. Therefore, FRC reserves the right to score against the rule when it comes to the floor.
