This week at @DropSiteNews we published an investigation revealing that U.S. government agencies will have "representatives" working inside a massive surveillance tower in Ciudad Juárez, which is run by the Chihuahua state government. As part of that story, we identified at least six separate operations in recent years that involved intelligence sharing between Chihuahua state officials and U.S. government agencies. Those operations targeted organized crime leaders or involved immigration enforcement. In this video, the Chihuahua governor Maru Campos confirms our reporting. 🇲🇽 NEW: Chihuahua Governor Mari Campos confirms Drop Site’s reporting that Chihuahua is pressing ahead with a close collaboration with U.S. agencies despite the recent scandal involving the unauthorized participation of CIA agents in operations on Mexican soil. During an interview with Mexican journalist Joaquín López-Dóriga, Campos struggled to answer questions and suggested U.S. agents would continue participating in security operations in Chihuahua before abruptly backtracking as aides off-camera appeared to signal for her to stop speaking. Campos described a hypothetical operation in which U.S. authorities alert Chihuahua officials that a violent suspect had crossed into the state and request assistance in apprehending the individual for extradition. Asked directly whether agents from the requesting U.S. agency would participate, Campos initially answered yes before attempting to clarify that Mexican authorities would carry out the detention. When López-Dóriga pressed her on whether agencies such as the DEA or FBI could be involved, Campos interrupted the exchange, saying people off-camera were making “a lot of signs” at her and asking for the camera to move so she could see them.

🚨NEW🚨 U.S. agencies will operate from a massive surveillance tower in Chihuahua, despite recent unauthorized CIA presence in the Mexican state. For years US & Chihuahua authorities have coordinated for years on sensitive cross-border operations, primarily in intelligence sharing, based on two separate agreements approved by the Mexican federal government. We identified at least six separate operations in recent years that involved intelligence sharing between local SSPE officials and U.S. government agencies. In Feb 2025, Chihuahua SSPE authorities facilitated the arrest of Humberto Rivera, alias “El Chato,” a 51-year-old alleged high-ranking drug trafficker running the Juárez plaza for the Sinaloa Cartel. In that operation, officials at the Centinela command center said they used drones equipped with facial-recognition software to surveil El Chato’s movements. The Chihuahua Attorney General’s Office and the National Guard then tracked his car, pulled him over, and arrested him. CIA operating covertly as part of the Chihuahua state police is history repeated. Evo Morales kicked DEA out of Bolivia in 2008, claiming the US used the drug war to manipulate and overthrow governments. He was right but the real culprit is CIA, not DEA. TheGreatPretense.org

The CIA agents wore Chihuahua state police uniforms during the drug lab op. That's a big tell. The cartel didn't care about uniforms. They were still an enemy. So, what purpose does that subterfuge serve, except to deceive other members of Mexico's federal security forces?

In the past, when U.S. forces were sent into Mexico for joint "training," operations, it has been with highly trained and vetted Mexican forces, such as the Marines. The Chihuahua state cops are not that. (1

I haven't seen a good explanation as to why CIA was embedded with Chihuahua state cops who have a history of working for the cartels. They could be far more effective working with highly trained, vetted Mexican federal or military forces vs. covertly embedding with state cops.

Plus DEA has agents in Juarez and El Paso. Why weren't they involved? Well, I guess part of that is because CIA and DEA don't play well together generally. DEA wants to bust drugs. CIA likes to blow up DEA cases if it advances CIA's geopolitical objectives.
