“Threatened” is probably the wrong word here to describe the mechanism by which this works, which is likely far less crude. They most likely play on the emotions of grieving families to get their consent to publish a statement with the understanding that anything inflammatory “could inflame tensions” or whatever the case may be.
If we want to understand how the state works, it behooves us not to misrepresent how it achieves its aims.
