I finally got a shocking response from the ASTRA (governing body).
TLDR: Switzerland doesn't care about the RDW's decision and Tesla needs to start a separate approval process there😭

[...] In its publication of the approval, the RDW explains that the latest generation of driver assistance systems (Level 2 ) is not equivalent to automation systems (Level 3 and higher). Despite the extensive autonomy of driver assistance systems, responsibility for the driving task remains entirely with the driver when using Tesla’s “FSD Supervised” system. The driver must control the vehicle at all times and constantly monitor traffic.
The national approval granted by the Netherlands does not entail an application for approval in other countries. Therefore, this driver assistance system may currently only be used in the Netherlands. In Switzerland, the steering wheel must not be released even when using so-called “Hands-Off” or “Hands-Ready” functions.
The Federal Roads Office (FEDRO, ASTRA) serves as the Swiss approval and market surveillance authority and is available as a point of contact. However, it remains up to the approval holder, Tesla, to decide in which countries and when specific steps will be taken. We therefore ask that you direct your inquiry to Tesla’s customer service.
