The church of Indol holds a monopoly on the distribution of Core Crystals. The scarcity of Rare Blades is tightly controlled because the Praetor, Amalthus, intentionally interferes with the Core Crystals' natural development to assert his own power.

I'm being so deadass right now Xenoblade 1 is one of my favorite games of all time but Xenoblade 2 was by far one of the worst I've ever played I truly have no idea how so many people like it (besides being brainlet gooners who just like it because tity) and 3 was only ok
