I think what @ARCRaidersGame needs to appease the PvE crowd are large ‘raids’ where 12 players load into a map together and have some kind of co-op objectives with x4-6 times the amount of ARC and a boss crescendo

I truly believe too much freedom makes for a dull experience. Boundaries and rules, within a game, create opportunities for exploration and mastering of those restrictions, this is the ‘fun’ of a game.
Imagine if every piece on a Chess board could move like a Queen.
