They could have signaled that Trump needed to get down and be evacuated because the shooter was laying down for over 40 seconds before he opened fire. There was plenty of time for law enforcement to evacuate President Trump while he was still speaking before shots were fired, but this video proves that law enforcement chose to let the shooter open fire onto President Trump.
