Kenyans are bracing for a fairly steep fiscal cliff to climb in the financial year 2026/27. The budget for the financial year beginning July 1st, 2026 has evolved from a Kes 4.649 trillion (22.2% of GDP) spending plan as of the first print seven months ago to Kes 4.845 trillion (23.3% of GDP) as per the latest print from the National Assembly's Committee of Supply on June 4th. In all this, the resource envelope has remained woefully constrained with the 2026/27 deficit widening from the first print of Kes 1.018 trillion (4.9% of GDP) to Kes 1.171 trillion (5.6% of GDP). The financial year starting July 1st will also mark last year of the Medium-Term Revenue Strategy 2024/25 - 2026/27; a revenue mobilisation blue print whose implementation matrix, it goes without saying, the country has fallen considerably short of.
