Emo's counsel adds that cost and efficient use of client and judicial resources should matter. It's better to have 1 court review everything since much of it goes beyond the HRTO's authority. If theyd gone to the HRTO they would have to do everything twice.

Emo also discusses how the Human Rights Tribunal also began garnishing the mayor's wages, and so they needed to come to court to address that rather than seeking reconsideration. There is no other remedy. They tribunal can't stay a superior court order.
