US and EU and Japan obvie don't want to back themselves into a corner before Copenhagen.
Answer: G77 wants agreed language on productivity and tech transfer for CC *adaptation* in the ag sector BEFORE the UNFCC.
HINT #2: The Framework Convention on Climate Change at Copenhagen is coming up soon...

Followup Q: How does qualifying "measures for climate change response in the ag sector" with "in the context of SD" modify the former?
