You're conflating institutional users vs institutional investors.
Institutional users won't be/don't need to be accumulating any tokens.
You can have all sorts of commercial agreements that are revenue-generating/profit-sharing/BPs on volume/on-going fees/whatever that go to CLL, which then funnel into token buybacks via the Reserve.
Insitutional investors can purchase exposure via LINK ETFs.
