I remember for me when I was in school, the environmental lesson that that engraved in me was never to litter.
To this day, my conscious simply won’t let me litter.
I hope the kids at these schools are engraved with water conservation forever.

There was certainly a Master plan (made in 1974), that included different phases as the population grew and money became available.
The master plan has stopped at phase 3 and phase 4 is yet to be completed.
