I cannot begin to tell you how disturbing this trend is. In my tenure as Chief we went from a roughly 20% compliance rate with 2 Federal Consent Decrees (after 7 years of oversight) to 90% compliance in two years. The Trump DOJ could not give a damn about pattern and practice cases. This is concerning.
2023: Detroit had a record number of complaints against police. Nearly 1,750 total complaints, up 38% and exceeding complaints filed in the years under the federal consent decree. The record number of complaints also contained 4,771 allegations, also a record.

Not paying attention to lawsuits as a gauge for shaping and reforming policy caused DPD to be placed under 2 Federal Consent Decrees in the past. How quickly we forget. It’s irresponsible not to be a better steward over the citizens tax dollars and to downplay its significance.
Tens of millions in lawsuits being paid out annually. Costs continuing to rise every year and institutional politicians see no problem? As mayor, I will take the steps needed to reduce the costs, not make excuses.
