Audited just means it balances and the statements are reflective of the organization’s financial position. It doesn’t mean they were examined transaction by transaction to ensure compliance with organizational policy.

An audited financial statement just means that the accountant has made reasonable efforts to ensure the statements reflect the organization’s financial status. Things balance. It doesn’t mean every transaction is reasonable for that organization.
